Canada's immigration and study policies have changed significantly in recent years. Student visa requirements, once relatively lenient, are now stricter, and the total number of permits issued is declining. In 2025, about 437,000 study permits were granted to international students, a decrease from last year. Indian students, for example, saw over a 30% drop in Q1 compared to the same period in 2024, highlighting clear country-specific differences.
These changes affect more than individual study plans—they impact Canada’s economy. International students contribute through tuition and living expenses and later help ease labor shortages. Fewer visas reduce revenues for universities, language schools, rental markets, and service industries.
From July 29, 2025, a new system allows applicants to see detailed reasons for visa refusals. If a study permit, work permit, visitor visa, or extension is denied, IRCC now attaches “Officer Decision Notes” to refusal letters. Previously, applicants only received vague explanations like “insufficient proof of funds” or “lack of intent to return.” The new system provides more clarity, helping applicants plan reapplications more effectively.
As requirements tighten, applicants must adopt a strategic approach from the start. Study plans, financial proof, future goals, and evidence of intent to return should all align. Even minor inconsistencies can cause refusal. Today, success relies on preparation and documentation rather than confidence alone.
